HARBASINS: a Pan-European project for North Sea water management

The project is focused on the harmonisation of the EU Water Framework Directive (WFD) with the Habitats and Birds Directive and with Integrated Coastal Zone Management. This focus will ultimately lead to ecosystem restoration and compatible instruments to ensure sound environmental management of estuaries and interconnected coastal zones. The project began in 2004 and is due to complete next June.

The UK partner is the Institute of Estuarine & Coastal Studies at the University of Hull. Royal Haskoning was originally appointed to deliver the project management for HARBASINS but this has expanded to a much wider role. The team has also been involved in writing the funding application, the analysis of WFD reports, interviewing key government officials and technical workers and reporting on analysis and conclusions. In addition, two international workshops in Antwerp and Hull have been organised and facilitated. These have given stakeholders opportunities to share the project’s draft conclusions and recommendations from four HARBASINS work packages on the implementation of the WFD.
